HEARING

Decision
1The Union filed a number of grievances, on behalf of its members, dealing with the staffing within the Health Care Unit at Elgin-Middlesex Detention Centre. Essentially, it was agreed that the parties would provide me with whatever materials they considered relevant, and would then make submissions on the matter. It was agreed that the grievances would be fully resolved on the basis of the decision to be rendered. I was asked to, after considering the materials, as well as the submissions, issue a bottom line decision, without reasons. I was requested, as well, to issue the decision in point form based on the parties submissions.
2After considering the submissions of the parties, as well as the documents submitted, I hereby make the following Orders:
- The Employer has confirmed that the current Health Care Unit staffing schedule consists of 11 permanent classified nursing lines (10 general duty nursing positions,
and 1 Methadone nursing position).
The Employer has confirmed that, on a go forward basis, subject to funding, an additional (SNU) nursing position shall be on the regular schedule.
The Employer shall, on a go forward basis, make better efforts to staff all funded positions.
The Employer is to make reasonable recruitment efforts for FXT nursing positions.
The Employer is to review the overall FXT staffing in accordance with the nursing unit meeting minutes.
I shall remain seized of this Order.
