HEARING

Decision
The parties were unable to resolve this case in mediation held on May 17, 2006. Accordingly, the matter will be heard as an expedited arbitration under the Med-Arb Protocol signed February 27, 2006. The grievance involves the failure of the grievor to successfully complete ICIT team training.
In preparation for the expedited arbitration hearing the employer is ordered to disclose the following material to the union as soon as possible, but no less than two weeks prior to the hearing:
Copies of tests and test results for all candidates on the ICIT course held from June 6 to 18, 2004.
A copy of master scoring sheets, including an explanation of the benchmark score.
Any documentation related to the training received by trainers involved in the June 6 to 18 session with respect to marking/evaluation.
The policy or procedure with respect to the training requirements of returning ICIT members.
The policy or procedure with respect to removal/failure of candidate during ICIT training.
The policy or procedure with respect to providing ICIT candidates with course material prior to the course session.
