The Applicant, Aba M. Alamin, is a Somali immigrant who was living in Canada, raising a family of 6 children as an unemployed single parent, when she was injured in a TTC bus accident on March 21, 1993. While she was standing in the bus, it was hit by a tow truck. She applied for and received statutory accident benefits from Markel Insurance Company of Canada, the then insurer for the TTC, payable under the Schedule.1 Ms. Alamin was then involved in another incident, in a taxi-cab, on September 14,
