The Town of Hawkesbury applied to the Ontario Civilian Commission on Police Services for consent to abolish its municipal police service and enter into a contract with the Ontario Provincial Police (OPP) for policing services.

The Commission reviewed the proposed integrated detachment model, staffing levels, equipment, dispatching, and facilities.

Finding that the proposal would provide adequate and effective police services and that severance arrangements were satisfactory, the Commission consented to the abolition, conditional upon the finalization of the facility lease and renovation contracts.

The Town of Leamington and the Township of Mersea applied to the Ontario Civilian Commission on Police Services for approval to amalgamate their respective police services into a single force, the Leamington Mersea Police Service.

The Commission reviewed the proposal, noting the impending municipal consolidation, the efficiencies of a single service, and the broad public and institutional support.

Finding that the amalgamation would provide adequate and effective policing and that the agreement met the requirements of section 6(2) of the Police Services Act, the Commission approved the amalgamation effective July 1, 1998.

The Town of Kemptville applied to the Ontario Civilian Commission on Police Services for consent to abolish the Kemptville Police Service.

Following municipal amalgamation into the Township of North Grenville, the Town proposed contracting policing services to the Ontario Provincial Police (OPP).

The Commission found that the proposed OPP contract would provide adequate and effective policing, offering improved services and specialized resources.

As severance arrangements for the single terminated employee were satisfactory and outstanding matters with the Chief were agreed to be arbitrated if necessary, the Commission consented to the abolition.

Following an inquiry into the Belleville Police Force, the Ontario Civilian Commission on Police Services found that the Deputy Chief was incapable of performing his duties satisfactorily.

The Divisional Court upheld the findings but remitted the matter of penalty to the Commission to allow the Deputy Chief to make submissions.

After considering the submissions, the Commission ordered that the Deputy Chief be demoted to the rank of Inspector for a minimum of two years and undergo practical instruction to improve his oral communication skills.
