Introduction
1This is an Application filed under section 120 of the Child, Youth and Family Services Act, 2017, S.O. 2017, c.14, Sched.1, (the “Act”).
2The Applicant is the father of the child named in the Application (“JT”). The Applicant alleges the Respondent refused to proceed with his complaint and noted concerns with the Respondent’s investigations and interaction with him.
3This decision explains why the Application is not eligible for review by the CFSRB.
Analysis
The Applicant provided a response letter from the Respondent to his Internal Review Complaint Panel (ICRP) complaint
4In paragraph 6 of the Application, where an applicant identifies why they have applied to the CFSRB, the Applicant checked off the following box:
- The Society refused to proceed with your complaint.
5The Applicant filed a letter from the Respondent dated November 17, 2025, following up on its ICRP meeting with him on November 7, 2025. This letter confirms that the Respondent did proceed with his complaint and convened an ICRP panel.
6In the November 17 letter, the Respondent states that if the Applicant is unhappy with the outcome of the process, he can file a complaint with the Child and Family Services Review Board. However, the Applicant checked off only the box dealing with whether the Respondent proceeded with his complaint, and none of the other boxes which apply more broadly.
7I find that the Respondent proceeded with Applicant’s complaint. For this reason, the Application is not eligible for review by the CFSRB and must be dismissed.
ORDER
8The Application is dismissed.
