4The CFSRB can find a complaint eligible for review only if it meets two threshold tests. First, an applicant must demonstrate that they have sought or received a service, as defined in subsection 2(1) of the Act, from a children’s aid society. Second, the complaint set out in the application must relate to the service sought or received.
5In response to Question 6 (Tell us why you are applying to the CFSRB), the Applicant stated only:

6The Applicant did not list any children under Question 4 (Children Affected by this Application). When the CFSRB asked the Applicant to complete Question 4, he responded that there were “no kids I don’t have kids with my ex.”
7The CFSRB tried to clarify with the Applicant the basis of the Application. The Applicant responded to the CFSRB’s inquiries but his email responses were confusing and did not clarify his allegations.
8The original Application and the Applicant’s later emails do not explain what services the Applicant sought or received from the Respondent. Nor does the Applicant explain the basis for his complaint. The Application (and later emails) do not set out any allegations that could result in a finding under section 120 of the Act.
9For these reasons, the Application is not eligible for review by the CFSRB.
