INTRODUCTION
1On February 22, 2019, the Applicant filed this Application with the Child and Family Services Review Board (“CFSRB”) pursuant to section 120 of the Child, Youth and Family Services Act, 2017, SO 2017, c.14, Sched.1, (the “Act”).
BACKGROUND
2The Applicant states that on January 18, 2019, she witnessed a supply teacher mistreat a child. She reported her concerns about the interaction between the supply teacher and the child to the school and to the Respondent. On February 20, 2019, the Respondent told the Applicant that it had not verified the allegations. She feels “the system has failed.”

3Section 120 of the Act provides that, if a person has “a complaint in respect of a service sought or received from a society [and the complaint] relates to a matter described in subsection (4), the person who sought or received the service may decide” to make a complaint to either the society or the CFSRB.
ANALYSIS
4The Applicant brought her concerns about the interaction she witnessed between a supply teacher and a child to the attention of the Respondent. The interaction took place at the school attended by the Applicant’s child but did not involve the Applicant’s child. The Applicant is not satisfied with the result of the Respondent’s investigation.
5For a complaint to be eligible for review under section 120 of the Act, an applicant must be seeking or receiving services or have received services from a society and the complaint must relate to those services.
6In this case, the Applicant herself has not sought or received services from the Respondent. As a result, this Application is ineligible for review by the CFSRB.
