BACKGROUND
1The appellants, Parker Mogck, known as Lexa, and Chelsey Flanders (the “Appellants”) are the owners of a horse named Beauty (“Beauty” or the “horse”).
2On June 6, 2024, Animal Welfare Services (“AWS”) removed Beauty from the Appellants for non-compliance with an order under s. 30(1) of the Provincial Animal Welfare Services Act, 2019, S.O. 2019, c. 13 (the “PAWS Act”), issued on June 5, 2024.
3In early November 2024, as described below, AWS returned Beauty to the Appellants and issued a new order for a six-month time period. That order is the subject of this appeal. Because there has been ongoing litigation between the parties concerning Beauty’s welfare prior to this hearing, the procedural history provides important context to this appeal.
4On June 21, 2024, the Respondent issued a Notice of Decision to Keep Animal(s) in the Respondent’s Care (the “DTK”). In the DTK, the Respondent’s Delegate Carly Atrooshi stated that the horse was removed on June 6, 2024,
