SUPPLEMENTARY REPORT ON VIOLATION OF CODE OF CONDUCT FOR MEMBERS OF COUNCIL: COUNCILLOR DOUG FORD

SUMMARY
On May 9, 2012 a formal complaint was filed with the Office of the Integrity Commissioner alleging that Councillor Doug Ford violated Article XII (Conduct Respecting Staff) of the Code of Conduct for Members of Council as a result of comments made by Councillor Ford on a radio program about the Medical Officer of Health (“MOH”) for the City of Toronto.
An investigation was conducted into the complaint and the Integrity Commissioner found that Councillor Doug Ford breached Article XII of the Code of Conduct. A report to Council, Item CC27.12 on Council’s meeting agenda for October 30, and 31, 2012, recommended that Council impose a reprimand because there had been no apology for the conduct. On October 25, 2012, during a radio interview, Councillor Ford apologized to the MOH for his words.
On October 30, 2012, the Integrity Commissioner was advised by the MOH, and by the complainant, that Councillor Doug Ford’s apology has been accepted. Accordingly, the Integrity Commissioner recommends that no further sanction be imposed by Council
RECOMMENDATIONS
Council adopt a finding that Councillor Ford breached Article XII of the Code of Conduct.
Council adopt the recommendation that no sanction be imposed by Council when Item CC27.12 is considered by Council.
DECISION HISTORY
City Council has before it Item CC27.12, a report to council from the Integrity Commissioner. The report recommends a finding that Councillor Doug Ford breached Article XII of the Code of Conduct and recommends that City Council impose a reprimand.
Councillor Ford has now apologized for his conduct. The complainant and the MOH have both accepted his apology. The Integrity Commissioner therefore recommends that Council impose no further sanction when it considers Item CC27.12.
