The adjudicator upheld the fee estimate, finding that the City's calculations for search time, preparation time, and photocopying were reasonable and in accordance with the Act and Regulation.
The adjudicator also found that it was not reasonably practicable to allow the appellant to view the original non-severed records prior to photocopying, but ordered the City to allow viewing of any records that did not require severing.
