However, the Inquiry Officer upheld the personal privacy exemption for names, addresses, and driving histories of identifiable individuals, finding that their disclosure would constitute a presumed unjustified invasion of personal privacy under section 21(3)(b) of the Act, and that the public interest override in section 23 did not apply.
