Introduction
1The applicant filed an Application under s. 34 of the Human Rights Code, R.S.O. 1990, c. H.19, as amended (the “Code”). The Application has not yet been delivered to the respondent.
2On April 28, 2016 the Tribunal sent to the applicant a Notice of Intent to Dismiss (“NOID”) the Application for various reasons. The applicant has filed submissions in response to the NOID.
3The Tribunal will only dismiss the Application at this stage if it is plain and obvious that it does not fall within the jurisdiction of the Tribunal.
4The respondents are not related to each other. It appears that the applicant had sought employment with them in the past and was denied interviews, granted interviews and/or the respondents failed to contact him altogether. The applicant refers to this as “employment fraud”. The applicant believes that there is an elaborate conspiracy against him by an “organized community terrorist cell” following the instructions of an “umbrella organized crime gang”. The applicant refers to a few Ontario court decisions that have dismissed his actions in the past.
5The Application describes events that are unrelated to the respondents and makes offensive comments about women. The applicant repeatedly refers to “Fu*kable girls (only top tier brunettes and redheads in my world)” and that the “umbrella organized crime gang” are locking them away from the applicant or being bribed to stay away from him. The applicant goes on for two pages to describe these events. I note that this type of language is in clear violation of Rule A7.1 to be courteous and respectful in the Tribunal’s proceedings.
6In my view, it is plain and obvious that this Application does not fall within the jurisdiction of the Tribunal. This Application relates to the applicant’s allegation that the respondents are involved in an elaborate criminal conspiracy controlled by the government and/or an organized terrorist cell These are not issues that fall within the jurisdiction of the Tribunal.
7The Application is dismissed.
