1I have reviewed the complainant’s Request for further disclosure. The respondent was not required to respond to the Request.
2In my Interim Decision of 2010 HRTO 2187 November 3, 2010, I denied a Request for disclosure of the identity of the shareholders in corporations holding standard taxi licences.
3The applicant is now seeking disclosure of the names of the people to whom each standard taxi cab licence was originally issued and the photographs of those people correlated to the licence numbers if possible.
4In my view, this information is not arguably relevant to the issues in this case. The City stopped issuing standard taxi licences in 1995. Given that many of the standard licences were acquired decades before 1995 and all of them were transferable, information on the original licence holder would not be a reliable indicator of the racial composition of the standard licence holders for relevant period of this complaint.
5The Request is therefore dismissed.
