1The applicant filed this Application under s. 34 of the Ontario Human Rights Code, R.S.O. 1990, c. H.19, as amended, (the “Code”), alleging discrimination in the areas of employment, contracts and goods, services and facilities on the basis of race, colour, disability, sex (harassment and solicitation), sexual orientation, marital status, age, receipt of public assistance, record of offences and association with a person identified by a Code ground.
2The Application makes numerous incomprehensible allegations about the respondents planting micro-chips in the applicant’s head and spying on and slandering the applicant through the internet.
3On June 11 2010, the Tribunal issued a Notice of Intent to Dismiss the Application because the applicant’s narrative setting out the alleged incidents failed to identify any specific acts of discrimination within the meaning of the Code. The Tribunal invited the applicant to file submissions within 30 days of June 11, 2010 explaining how the alleged mistreatment occurred in relation to a Code ground.
4The Tribunal received the applicant’s submissions on July 7, 2010. The applicant clearly feels that he has been treated unfairly, but he does not explain how the alleged mistreatment occurred in relation to a Code ground.
5The Tribunal does not have a general power to inquire into claims of unfairness outside the areas and grounds listed in the Code. None of the applicant’s submissions claim that the alleged treatment by the respondents occurred because of any of the protected grounds listed in the Code. In the circumstances, I find that the Application does not raise matters which the Tribunal has the power to decide.
6Accordingly, the Application is dismissed.
