2The applicant has filed a Request for Order during Proceeding seeking to add the City of Toronto to this Application.

3On consent of the parties the Tribunal makes the following Order:

a. That the City of Toronto be added as a respondent without prejudice to the City of Toronto’s right to rely on the applicant’s delay in seeking to add the City of Toronto should it become necessary to do so. The style of cause is amended accordingly;

b. That the City of Toronto deliver its Response to the application within 60 days of being added as a respondent.
