In a concurring opinion, Board Member C. G. Bourne agreed with the Vice-Chairman's finding that the York County Board of Education's closure of schools constituted a lock-out.
However, Bourne disagreed with the motives ascribed to the Board of Education, stating that the trustees acted responsibly and in all conscience after careful investigation, rather than out of frustration or anger.
